The Victims, Witnesses, and Reparations team, consisting of a Lead Victims' Counsel, a Reparations Counsel, and a Displacement and Return Counsel, represents the legal interests of the civilian communities affected by the events in the indictment. Independent of both prosecution and defense, the VWR team's focus is harm rather than guilt: establishing what happened to victims, bringing their voices into the record, and advocating for their right to be heard and, ultimately, to reparations, a human dimension of the case that the adversarial focus of the parties does not naturally capture.
